I felt rather odd, having attested to the fact that I had not fished any of the lakes in Kentucky, but I voted for the 40 inch limit on all three. I'm not sure how much good a vote, from someone that has never fished these lakes, does but I'm glad to help.

No reason at all to feel odd. We pushed hard to get the minimum raised in PA because we all felt that 30" is a baby and wayyyyyyy to small to be considered a keeper, let alone a trophy. I don't see a difference between PA and KY muskies in terms of size limits. Plus several of the club members do fish KY regularly.
And your vote does matter. They ask for zip code, I would guess, to see the amount of visiting anglers that fish KY, i.e. money being brought into the state.
